Regular Town Board Meeting

Town of Pembine

January 13, 2026

 

The regular town board monthly meeting was called to order by Chairman Bole at 6:02 pm on January 13, 2026. Chairman Bole, Supervisor Willis, Supervisor Reabe, Clerk/Treasurer Allen and 1 citizen were present. The Pledge of Allegiance was recited.

 

Revision and Adoption of Agenda

Motion was made by Chairman Bole and 2nd by Supervisor Willis to accept Agenda as written; motion carried.

 

Meeting Minutes

Review of the minutes from the December 9, 2025 regular Town Board meeting. Motion made to accept minutes as printed – Supervisor Willis; 2nd: Supervisor Reabe; Motion carried.

 

Treasurer’s Report

The treasurer’s report was read with the board approving checks 34225 through 34277. Total of $233,065.78. EFT total of $3,912.03. For a total spent of $236,977.81. Motion made to accept the Treasurer’s Report – Supervisor Willis; 2nd by Supervisor Reabe; Motion carried.

 

Highway Report

Chairman Bole reported that it has been snowing, the crew has been plowing, salting and removing snow. He stated the Christmas decorations should hopefully, be taken down this next week.

 

Town Hall Report

The town hall was used 5 times in December, which included the Kids Christmas shop.

 

Parks Report

Nothing to report.

 

Building Permit Administrator (Bob Grandaw)

Clerk Allen reported there 3 permits issued in December. These were all land use. Chairman Bole also reviewed the end of year statement from Bob Grandaw. There was a 23% decrease in permits issued from 2024 and a 17% decrease in value.

 

Plan Commission Update

No members present to give a report. At the end of the meeting, Chairman Bole stated that there is a training session for the Community Block Grant and he will talk to the plan commission on having someone attend this. The training is on Feb 4th from 1:00-3:30. He stated this is a 50/50 grant. He also said that we can use other grants/funding sources to help with our portion of the cost. Grants like the USDA grant and loan system. The USDA grant is 70/30. There was a brief discussion regarding grants and the new garage.

 

Interior Committee

Chairman Bole stated the Maureen with interior committee said they will meet Feb. 10th.

 

Garbage/Appeals

Clerk Allen stated there was 1 garbage appeal submitted by Aaron Shryock. After a review, a motion to deny the appeal was made by Supervisor Willis, 2nd by Supervisor Reabe; motion passed. Chairman Bole stated that garbage cans cannot go on top of snow banks, per GFL the truck cannot grab them from there. He also stated that garbage cans must be kept outside of the plowing areas. Garbage pick-up is on Mondays, so please do not put the cans out before 6:00am Monday morning.

NEW BUSINESS

Operator Licenses

Clerk Allen reported there was 1 operator license application submitted by Elizabeth Davis. After a review, a motion was made to approve the license by Chairman Bole, 2nd by Supervisor Willis; motion passed.

 

Liquor License

Clerk Allen reported that there was a Temporary Liquor License application submitted by Pemenee River Riders for the annual brat fry on Feb 21st. After a review, a motion was made by Chairman Bole, 2nd by Supervisor Willis, to approve the license; motion passed.

 

Sidewalk Snow Clearing

Chairman Bole wanted to give a reminder that there is a sidewalk snow clearing ordinance, so sidewalks need to be cleared in a timely manner.

 

Winter Parking Ordinance

Chairman Bole stated that ordinance 30.92 Winter Parking, was amended to take out the even/odd wording and change the parking restriction to no parking from Nov 15- Apr 15 from 10:00pm to 7:00am. The signs will be updated. Supervisor Willis asked if there should be some kind of verbiage regarding no parking 24 hours after a snow for snow removal purposes. After a brief discussion, a motion was made to table the ordinance amendment so verbiage can be decided upon. Motion was made by Chairman Bole, 2nd by Supervisor Willis; motion passed.

 

Plan a Date for Public Comment/Informational Meeting on Garbage Pick-up

Chairman Bole stated we have been getting an increase in calls regarding garbage pick-up. He would like to have an informational meeting with GFL present. It was decided that we would tentatively schedule this meeting for Feb 16th at 6:00pm. We will confirm this date with GFL.

 

Citizen Input

1.     Chairman Bole stated that a question came up regarding a no parking sign by the church on Aspen Ln, he stated he will get a no parking sign for out there.

 

The next regular town board meeting is scheduled for Tuesday, February 10, 2026 at 6:00pm, at the town hall. Bills were audited and paid, there being no further business a motion was made by Chairman Bole, seconded by Supervisor Willis to adjourn at 6:46 pm, Motion carried.
